According to the agenda announced on May 21, the third session of the 13th National People's Congress of China will deliberate the Draft Decision on the Establishment and Improvement of the Legal Framework and Enforcement Mechanism for Safeguarding the National Security in the Hong Kong Special Administrative Region.

China believes that national security is the bedrock underpinning the stability of the country, and safeguarding national security serves the fundamental interest of all Chinese people including Hong Kong compatriots. The fourth plenary session of the central committee of the Communist Party of China clearly required establishing and improving the legal framework and enforcement mechanism for safeguarding national security of HKSAR. The HKSAR is the inseparable part of the People's Republic of China. In light of the new circumstance and needs, it is highly necessary for the NPC, as the highest organ of state power, to exercise the power enshrined by the PRC Constitution to establish and improve at the state level the legal framework and enforcement mechanism for safeguarding national security in HKSAR and to uphold and improve the institutional framework of "One Country, Two Systems".
