New Era For Cooperation Between China and Australia, Major Countries in Asia-Pacific Region

Not long ago, the 19th National Congress of the Communist Party of China was held successfully in Beijing. The Congress concluded that socialism with Chinese characteristics has entered a new era and the principal contradiction facing Chinese society has evolved.The Congress elevated Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era into the guiding principle of the CPC, drew up a blueprint for building a modern socialist country in all aspects and elected new CPC leaders with Xi Jinping at the core.

A new era connecting the past and the future. At one end, the new era connects the 96 years of tireless endeavours of the Communist Party of China and the Chinese people, and at the other end, it connects to the brilliant future of Chinese national rejuvenation. By 2020, China will have been constructed into an all-round moderately prosperous society. By 2035, the socialist modernization will have been broadly achieved. By the middle of the century, China will be a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful.

A new era of high-quality development. The Chinese economy is currently transitioning from a phase of rapid growth to a stage of high-quality development. China will remain committed to the new vision for development, pursue supply-side structural reform as its main task, and work hard for better quality, higher efficiency, and more robust drivers of economic growth through reform. China will accelerate the building of an industrial system that promotes coordinated development of the real economy with technological innovation, modern finance and human resources, and steadily strengthen the innovation capacity and competitiveness of China's economy. On the whole, China's reforms will have wider coverage, more initiatives and solid enforcement.

A new era opening up on all fronts.We will develop an open economy of a higher level, actively pursue the Belt and Road Initiative, and build a new platform for international cooperation. We will adopt policies to promotehigh-standard liberalization and facilitation of trade and investment, significantly ease market access, further open the service sector and protect the legitimate rights and interests of foreign investors. We will grant more powers to pilot free trade zones to conduct reform, and explore the opening of free trade ports. In the next 15 years, it is estimated that China will import US$24 trillion worth of goods, attract US$2 trillion inbound direct investment and make US$2 trillion of outbound investment.

A new era with a people-centered approach. Focusing on people's aspirations to live a better life, we will further ensure and improve living standards, constantly promote social fairness and justice, and continuously enhance their sense of fulfillment, happiness and security. We will work hard to build a beautiful China with blue skies, green earth and clear water. China will promote green development,develop green finance, spur the development of energy-saving and environmental protection industries as well as clean production and clean energy industries. By 2035, fundamental improvement in China's environment will be achieved.

A new era offering a Chinese approach. We will persist in peaceful development, strive to maintain world peace and stability, actively develop global partnerships, expand the convergence of interests with other countries, forge a new form of international relations featuring mutual respect, fairness, justice and win-win cooperation with other countries, and build a community with a shared future for mankind.

The 19th National Congress of the Communist Party of China offers new and important opportunities to the future cooperation between China and Australia. In one month's time, China and Australia will celebrate the 45th anniversary of the establishment of diplomatic relations between the two countries. Over the past 45 years, the relationship between the two countries has leaped forward greatly, overcoming various difficulties and hardships, and bringing solid benefits to our two peoples. In particular, during H.E. President Xi Jinping's historic visit to Australia in 2014, the bilateral relationship between China and Australia was escalated to the Comprehensive Strategic Partnership. In 2015, the China-Australia Free Trade Agreement was officially signed and implemented. In March this year, H.E. Premier Li Keqiang paid a successful visit to Australia which yielded fruitful results. To my observation, many analysts point out that the strong demand from China is one of the important reasons for Australia's past 26 years of continuous economic growth.

China and Australia are both major countries in the Asia-Pacific region. In the new era, the prospect of cooperation between the two countries is extremely broad. It is my firm belief that, as long as we see from the overall picture of the bilateral relationship, treat each other's development path objectively, mutually respect, deepen mutual trust, and expand cooperation, China and Australia will definitely be able to enhance the Comprehensive Strategic Partnership, and bring more benefits to our two peoples.
